    ORGANIZATIONAL CONTEXT

    WFP has a critical role in ensuring the progress towards achieving the Sustainable Development Goals (SDGs). It is therefore important that the organization has the required resources from the most appropriate funding sources to support its growing programme and administrative support (PSA) activities in support of its vision and priorities, but also that these resources are right sized and most efficiently deployed. In light of this, Member States support WFP in undertaking a Bottom-up Strategic Budgeting (BUSB) exercise, to address funding in its recurring programme support and administrative requirements, including a review of the attendant funding sources.

    With the Executive Director as champion of this initiative, the BUSB Project Director supervises a small project team, including a technical lead, and works with internal and external experts. Day-to-day contact will be with the Chief of Staff to guide and help implement the process, with technical budgetary and cost accounting matters handled with the Assistant Executive Director Resource Management and CFO. A Working Group, to be led by the Project Director with participation to be determined in consultation with the Chief of Staff and the Executive Director, will include representatives from HQ and Regional Bureaux to help with the data collection, analysis and interpretation, etc. The results of the BUSB must be included in the Management Plan 2021-2023, a document that is under the responsibility of the Assistant Executive Director Resource Management Department and CFO.

    PURPOSE OF THE ASSIGNMENT AND DELIVERABLES

    WFP has grown significantly over the last few years. It has also grown in complexity on account of its operational environment and wider toolset (e.g. CBT, nutrition-specific interventions, climate adaptation activities, humanitarian-development nexus). There is the need to review the adequacy of its support structure, to sustain the growth of operations, contribute to eliminating hunger, and drive efficiencies.

    In the context of the above, the BUSB project is seeking a Project Director, based at our Headquarters in Rome, Italy, and reports to the Chief of Staff on day-to-day matters, and the Executive Director for strategic guidance.

    The Project Director will (1) lead the BUSB project from inception through implementation of recommendations – The incumbent will resolve complex technical budgetary issues in solution development, in consultation with the Assistant Executive Director for Resource Management and the Corporate Planning and Performance Division. (2) Coordinate and lead meetings with senior stakeholders (e.g. division directors, Regional Directors, country directors and other employees as required). (3) Periodically engage with the Leadership Group, to ensure their understanding and buy-in of the proposals. (4) Engage and communicate with employees and other internal stakeholders, involving them to secure their buy-in and keep them informed. (5) Periodically present the topic to the Executive Board through a series of up to three briefings and informal consultations with the Board, liaising as with the Assistant Executive Director for Resource Management for Board interactions, and prepare the results for inclusion by the Resource Management Department in the Management Plan 2021-2023.

    STANDARD MINIMUM QUALIFICATIONS

    Education: University degree in economics, international development or related field. Advanced degree is desirable.

    Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    • Minimum of fifteen years (of which six international) of senior level experience in a relevant field of work, with a background and interest in international humanitarian and development operations and optimizing business services.
    • Extensive experience leading multicultural teams and improving organizational performance is also a requirement.
    • Broad knowledge of diverse humanitarian assistance and development programmes, preferably in a multilateral organization, with experience in undertaking operational planning and budgeting processes.
    • Ability to lead, motivate, coach and instil a sense of ownership in others to improve the efficiency and effectiveness of resource management across large cross-functional and decentralized.
    • Excellent financial management skills, with the ability to understand and drive efficiency and effectiveness improvements in operations and business services.
    • Track record of dealing with and influencing at the highest levels within the organization and with its governance organs.
    • Ability to assimilate and analyse complex issues to develop strategies and policies.
    • Sound understanding of business principles and processes and experience with, or ability to quickly assimilate, UN / WFP specific processes and systems.

    Background : WFP is hiring a dedicated Vulnerability Analysis Mapping (VAM) Data Manager. She or he will be responsible to oversee the Lebanon Country Office beneficiary data management as part of the overall distribution cycle (under SCOPE).

    Accountabilities : Within delegated authority and under direct supervision of the Head of VAM/M&E (Vulnerability Analysis Mapping/Monitoring & Evaluation), the VAM Data Manager will be responsible for the below:

    • Management of Beneficiary Data:
    • Contribute to the development of local systems as needed to upscale the current database and facilitate the implementation of corporate vision to manage beneficiary lists
    • Follow and where applicable manage data gathering and management systems;
    • Ensure that rigorous quality standards are reviewed (and if necessary re-defined) and maintained for data collection and management information systems;
    • Prepare reports related to the beneficiary data, beneficiary targeting, beneficiary selection System and analyse the outputs using WFP corporate analysis and visualization tools;
    • Manage the inclusion and exclusions related to the targeting and validation exercises.
    • Work closely with all relevant units and various stakeholders on the management of accurate and consistent beneficiary information for the distribution and uploading of funds on the prepaid card for both the voucher and cash assistance;
    • Support the Sub-Offices in the management and enhancement of their beneficiary, VAM and M&E databases; and
    • Support M&E or VAM analysis activities using internal or external databases.
    • Creation and management of the monthly Beneficiary List :
    • Enter and process all data provided by WFP’s partners, including UNHCR, for all registered refugees and vulnerable Lebanese into WFP’s beneficiary management system;
    • Monitor and follow up the activation/deactivation of cases on monthly basis with UNHCR and accordingly generate the needed reports.
    • Manage the monthly entries on the UNHCR Refugee Assistance Information System (RAIS) and the ability of conducting the needed checks prior to the selection of beneficiaries for the WFP assistance.
    • Manage the monthly enrollment of beneficiaries for different programmes on the WFP system (SCOPE).
    • Ensure data is entered into the beneficiary management system/database in a timely, accurate and efficient manner;
    • Work closely with WFP IT Unit to develop secure methods for sending, receiving and storing beneficiary data;
    • Ensure WFP beneficiary data protection protocols are applied to data processing methods;
    • Coordinate with WFP Sub-Offices, Accountability to the Affected Population (AAP) and Cash Based Transfers (CBT) teams and apply beneficiary data updates for all registered refugees after each additional list provided by UNHCR;
    • Import the monthly beneficiary list from other sources (e.g. Presidency of the Counil of Ministers (PCM) for the vulnerable Lebanese, VARON);
    • Organize beneficiary data according to project and programme activities, geographic areas or partner operations, etc;
    • Submit final beneficiary list to the Head of Programme and reports for each cycle which contains the beneficiaries (case numbers) that were selected to receive entitlements (transfer modality) and the reasons for inclusion/exclusion for each case;
    • Report data quality issues back to partners;
    • Compare partner’s data and WFP data to cross-check for overlaps in assistance etc;
    • Ensure complete records of all relevant data are stored securely and with redundancy in case of unexpected loss or damage of the data; and
    • Performs other related duties as required.

    Minimum Qualifications:

    Education: Advanced University degree in Management Information Systems, Computer Science, Statistics or other related field, or First University degree with additional years of related work experience and/or training/courses.

    Experience: At least four (4) years of progressively responsible relevant work experience including at least two (2) years of experience in Database Management, Statistics or other related field. Strong experience utilizing Database platforms such as MS Access or SQL Server, data visualization tools such as Tableau as well as ETL tools and data warehouse applications. Good experience utilizing statistical processing tools such as SPSS, ‘R’ and/or STATA.

    Languages: Fluency in both oral and written communication in English and Arabic. Basic knowledge of French is desirable.
