Background
The Department for International Development (DFID) is seeking applications for its programme entitled ‘Improving Early Childhood Development in Rwanda.’
The programme responds to the challenge of limited access to integrated Early Childhood Development (ECD) services in Rwanda focussing on conception to three year olds (0-3) age group.
The programme builds the knowledge and skills of parents, enabling better stimulation, learning, protection, nutrition and health and as a result better physical, social, cognitive and emotional development for 730,000 children. IECD-R will have a strong focus on learning and will take a more adaptive approach to delivery.
Components
The programme will have three main components outlined as follows:
- Provision of parenting education to parents of 0-3 year old children, with follow up parenting education support as the children transition to the 4-6 years age group in 16 districts.
- Provision of technical assistance to National Early Childhood Development Programme (NECDP) focused on Community Health Workers (CHWs), Inshuti z’Umuryango (IZUs) or community volunteers in charge of child protection and ECD focal persons to enhance their support and coordination of ECD services at community level.
- Collection of relevant data for the programme monitoring, evaluation and learning, including feeding into an independent impact evaluation to assess the effectiveness of parenting education.
